I have to say, whoever wrote this nonsensical rant is an illiterate moron. Miami PD has always been one of the most corrupt and inefficient police department's in the Country. You got the FBI thing wrong. Someone stumbled upon the sting and when the Feds ran that person's plates they knew they had a problem. In order to continue with their investigation they chose to inform the chief fearing that the witness may say something. That decision was the FBI's biggest mistake since the witness was the one who kept quiet. Had they told the former chief that investigation would have gotten nowhere and Scarberry may have remained chief.
