Making Trustee

I am new here, and some of my questions may reflect this. My question is this ... who in the Core Building makes the the final decision of who makes Trustee? (can we name a name?). It seems that many of the inmates do not get much of a chance to speak or contact the people they need to inside the system themselves(?)
