If the City is so broke as they consistently claim during contract negotiations then why dont they demote Prescott down to Sergeant which is his rightful rank? By demoting him to a Commander how much money did they really save? If Obama's insurance bill passes the City will have the right to stop all insurance and we will all be government insurance rejects. That would save the City even more money and if that were to happen it would be out of your hands but negotiate a hell of a raise with the money they are saving by not having to carry insurance anymore. Might be smart to try and negotiate a clause that if that happens your then get a higher percentage raise.
