Fired Delray Beach police officer disputes sex-for-cash allegations

Delray Beach - Jonathan Taylor was still a rookie when he was fired from the Police Department amid a slew of allegations, including soliciting a prostitute later charged with stealing his pickup.

Taylor was fired in December, according to a police report obtained last week. His lawyer, Gary Lippman, said the case is the "most contrived conclusion I've ever seen in an investigation."

According to the internal affairs police report:

After she was arrested on a charge of stealing Taylor's pickup, Kathleen Delapine accused Taylor of paying her $20 for oral sex and said he had done so other times over the year. She said she asked Taylor, 24, to get her cigarettes and a drink and he pulled over at a gas station in the 200 block of North Federal Highway in Boynton Beach. While he was inside, she took off with his Nissan pickup. Delapine, 29, had been drinking and was unable to drive well, a witness told Taylor.

The witness drove Taylor, who ran out with the beer, to catch up with Delapine. As Taylor pulled her out of the truck, in the 1000 block of North Federal Highway, the vehicle was still in gear and crashed into the witness' Buick. Taylor started to drive off but was stopped by police.

Delapine, who said she did not know Taylor was an officer, ran away but Boynton Beach police later arrested her. She failed a Delray Beach police polygraph test, but investigators said they still believed her.

There was not enough evidence to prove the allegations, Police Chief Anthony Strianese wrote in a memo. No criminal charges were filed against Taylor.

But there was enough evidence to prove disciplinary charges that Taylor was untruthful, disobeyed standards, left the scene of a crash and had poor professional conduct, Strianese determined.


Taylor's story is not believable," Strianese wrote.

Lippman said it's Delapine's story that's not believable. The only mistake Taylor made was to leave his truck running while he went into the gas station to buy cough syrup.

According to Lippman: On Sept. 23, Taylor went grocery shopping. On his way home, he remembered he needed cough syrup, so he stopped at the gas station, where his truck was stolen.

Delapine's attorney, assistant public defender Yvette Farnsworth-Baker, declined to comment. The theft charge is pending against Delapine. Efforts to contact Delapine were unsuccessful. Her mother said she does not have a phone or a fixed address.

Delapine's mother, Kathleen Delapine, 53, said her daughter refers to herself as "an escort."

"She made it sound like they hung out together and partied," the elder Delapine said. "Drugs, sex and no love involved."

Charges
A police investigation found Jonathan Taylor:
Was untruthful; disobeyed standards; left the scene of a crash;
and had poor conduct.

I was in the application process for DBPD but a lot of cops from other palm beach agencies told me there were huge problems there. No contract, city hall hates the pd, and no support from the administration. I applied to Boca and PBSO after hearing this. Can anybody tell me if this is true or just talk. I really don't want to start the hiring process all over again but I will if this is true. I just don't want to come to DBPD and have to leave shortly therafter.

Boca is down 10 but not hiring due to financial woes, while PBSO is 100 million short this budget year for not putting enough away when times were good. Roll the dice fool and pray for a seven! If you pick your career based on a messageboard you're a retard anyway and you should pick another career, like AIG perhaps....

Boca IS hiring because I spoke with them and started the process already instead of DBPD. They also pay a substantial amount more and have alot more benefits after I looked! PBSO told me they WERE hiring but not as much as before. They still have to fill retirements etc. I spoke with a few more people ref. DBPD and I don't believe I'm going to continue with the process. Especially with guidance like yours coming from the agency...

I wouldn't worry about the low pay (soon to be revised as lowest pay) from Delray in regards to your application. I also wouldn't worry about the supposed low moral that is claimed on this board either. It's all heresay. Delray Beach is considered an elite city with some of the finest men and women in uniform.

My point is this, it's not about you choosing Delray, it's whether Delray would choose you. Do you deserve the honor of working in a city that is rich in something other than money. I'm talking about the good stuff - culturally and historically. Where it does not matter if you are the top cop or the rookie, there is a harmony across all bounds. A brotherhood shared by administrators down to patrol. We work hard, together and have each other's backs.

If you want an incredible career at an exceptional institution, Delray is the only application you should fill out.

All the old timers are looking forward to retirement... several within the next few years. We'll be left with the majority of newer officers who are also planning on leaving as soon as possible. There will be a mass exodus and the ones left will be stuck and city hall won't care and neither will the administration... as usual!! One dysfunctional place!!! The citizens better hope and pray pbso takes over... if not.. they are gonna see some real problems in the near future.

Take it from me... I left DBPD years ago for PBSO. It's like night and day and for the better. DBPD was a training ground for PBSO several years ago. From what I hear, several newer DBPD guys are processing with PBSO now just like before. The guys who did the mass exodus from DBPD to PBSO several years ago don't even want to talk about DBPD... they just want to forget they worked there.. it's kinda freakin funny when I think about it!! I dont know what it is but the admin. at DBPD is really jealous of PBSO. Dont get me wrong..DBPD is not incompetent and they have several good people working for them. They just don't have very much to offer in the long run.. no variety.. etc. Plus I hear problems with the new admin. and city hall treating them like they are some third rate nuisance. Alot of leo's are referring to DBPD as the Titanic if that give's you any idea.

I have it from good intel, that an officer in Delray is in jeopardy of losing his job because he arrested the son of the second in command of the police department. How does doing your job turn into losing you job? The ranking officer is Ralph Phillips and the son's name is Scott. It looks like Ralph is trying to pass the buck for some bad parenting.

No wonder the Delray Beach P.D. has such low moral.

No word yet. But this is just what he needed. SInce this has gone on it has really been a wake up call for him. It has been nice for the guys workin on his shift. You hardly hear him on radio anymore or hardly see him on calls. He he spends alot less time up officers a** like usual because he is too worried his own job. HE wont lose his job but hopefully he learns his leason and calms down.

Why would he lose his job? If anyone should lose their job over this, it should be Ralph Philips. How many times does his son get the "free pass" for his criminal behavior. By the way, the kids court date is soon.

Well it looks like Deputy Chief Phillips has successfully had the arrest pulled from the Broward Sheriff Office's arrest search site. Must be nice to be able to shield the public from "public information".

as a former Delray cop, I was one of the victims of Ralph Phillips. His son is a piece of
shit, so the apple didn't fall far from the tree. I hope he loses his job and vinnie gets a medal for doing his!
