In light of harassment report, Treubert continuing on as city commissioner

NORTH PORT, FL. - He may no longer be a teacher for Sarasota County Technical Institute, but he's still a North Port City Commissioner.

Monday was the first commission meeting since commissioner Mike Treubert was fired for inappropriately touching a female deputy and showing a porn clip in the class he was teaching.

A few news outlets showed up Monday to hear any type of statement from North Port Commissioner Mike Treubert. It's the first meeting since some serious accusations. The newly-elected commissioner and former Venice police officer was fired from his other job last week as a law enforcement instructor at SCTI. The Sarasota County School District fired Treubert after their investigation found he showed porn in class and conducted in behavior associated with sexual harassment to a female student.

Monday, commission chair Vanessa Carusone wouldn't let any of their agenda be disrupted by comments on the accusations. "Any attempts to discuss this will be met with the gavel and possible removal...bottom line." Treubert denied our request for interview during a lunch break from the meeting this afternoon. Other commissioners also had no comment.

According to the School Board's report, many if not all of the law enforcement students in the class saw pornography on more than one occasion. One incident included a movie clip containing oral sex. Another included a picture of a woman showing her bare breasts to a small child.

Treubert is also accused of inappropriate touching of a female officer in the class. The officer claims Treubert put his arm around her and pushed his body up to hers, hip to hip on the side.

According to the report, Treubert says the video clip played by accident. He also stated he did touch his side against the officer and that he placed his hand in the middle of her back for five to ten seconds. When asked if he thought the touching was appropriate, he said quote "probably not appropriate."


The reports concluded by saying Treubert was in violation of rules which prohibits an instructor from engaging in sexual harassment.

Report, Treubert showed multiple porn images, photos to officers in class


SARASOTA -- While teaching a traffic homicide class in late January, North Port City Commissioner Mike Treubert showed six police officers pornographic video clips and photos including one of a woman exposing herself to a child, according to a Sarasota County School District report.

Sarasota County Technical Institute canceled the 80-hour class and terminated Treubert's contract Thursday following a two-day investigation by the district, which oversees the institute.

Treubert, 50, who retired from the Venice Police Department after 25 years and was elected to the City Commission in November, had been an adjunct instructor for the SCTI Criminal Justice Academy since 2006.

On Feb. 3, a female deputy filed a complaint alleging Treubert showed five pornographic videos and photos to the class, touched her inappropriately, called her a "bimbo" and exhibited other "highly unprofessional behavior."

Six officers from North Port, Florida Highway Patrol and Sarasota and Charlotte counties -- Charles Flint, Louis Licata, Charles Maculloch, Christopher Maki, Ryan White and Jennifer Pinti -- must retake the 10-day class, which was held at different locations in the county.

Last Wednesday, Treubert told the Sun the pornographic images came from a man who loaded them onto his personal external storage drive in 2007. He thought they were videos of crash scenes, he said.

However, SCTI investigators found the pornographic images on the storage drive in a folder titled "Mike's Videos," which he admitted to them had "dirty pictures on it," the report shows.

Pinti, 35, a Sarasota County sheriff's deputy, complained that from Jan. 26-30, Treubert showed the videos at different times during breaks or at the beginning of class.

All six officers questioned by investigators said that on Jan. 28, Treubert played a video clip showing a naked woman held by men as she was penetrated by a champagne bottle, the report states.

Treubert told the Sun last week that he "accidentally" clicked on the video, which he described as men spraying a naked woman with champagne.

The report concluded officers were also shown a slide show of a woman exposing herself to a 7- to 10-year-old boy. Another, of a woman with "three breasts," was called "For the man who has everything."

According to the report, an officer said another video clip showed eight nude women lying on their backs with their legs spread.

Pinti also reported Treubert showed a comedy sketch from the sketch comedy "MADtv" show that involved a couple talking about sex.

Pinti said on the afternoon of Jan. 29 she was on a break and burped. That's when she said Treubert made a comment about her being a "bimbo."

SCTI investigators said they could not prove Treubert made the comment.

According to the report, during a class break on Jan. 30 at the North Port driving range, a deputy was teasing Treubert for having food on his face. The deputy commented that Treubert would make Pinti "clean off his face." Treubert allegedly commented that she should "lick it off." That's when Pinti said Treubert put his arm around her and pushed his body against her right side, hip to hip. The report said she moved away. Pinti told investigators Treubert approached her again put his arm around her and made a comment "like hey baby."

Pinti said in the report she was in a male-dominated profession and she had "taken this kind of crap before."

As Treubert was being questioned on Feb. 5 about the incidents, he was asked if it was appropriate to touch a student. He he said no and that he was "highly embarrassed." He said he "meant nothing" by touching Pinti. He said he put his hand in the middle of her back and at the base of her neck for five to 10 seconds.

Treubert also said showing the videos was "a mistake."

Asked during the investigation if he understood what sexual harassment was, Treubert said he did.

Maki, a North Port police officer, was interviewed Feb. 3. Maki said he told Pinti that she must have been "uncomfortable with the videos." He also told her he "wasn't impressed" with Treubert or "thrilled he was a North Port city commissioner as well."

Neither Pinti nor Maki could be reached for comment Monday.

The state attorney's office determined there was no criminal component to the incidents. However, the Florida Department of Law Enforcement will determine if Treubert's criminal justice instructor certification should be removed.

Treubert is already in the bag. We will get anything we want from him. He was the Union negotiator at Venice. Blutcher is the one to watch out for.

Well there in lies one of three problems.

1. Mike worked for VPD as a member of the union. Now he is on the other side of the table from where he used to sit.
He can't and won't give the appearance that he is looking out for brother cops, even those from a different problem.
He knows the tactics the PBA, FOP, AFSCME and other government unions use. Plus he is, and always has been a politician at heart.

He has your back but can put a knife in it and smile whle he does it.
So don't be shocked if he removes himself from the process do to a conflict of interest.
"Gee guys I would love to help but you know how it is."

2. You have an officer of that bargaining unit making statements on record that they (meaning the PD) don't not think much of him as a city comms.

3. This is the real big one to Mike, there are retired and current members of this department that he has absolutely no love loss for.
In truth there are two (not counting Maki) that he would love to see canned in a heart beat.

Well, I guess we will see what he does with FD. Those guys are still asking for 10% plus while today’s paper said Sarasota took zero and Charlotte is taking a pay cut of 3%. I hope that is done before we get to the table.

Carusone now tangled up in Treubert mess


OUR POSITION: A quick and heartfelt apology has saved more than one political career.
Mike Treubert is a retired veteran cop and a political novice, serving as a North Port commissioner. Vanessa Carusone is a veteran commissioner taking her turn as chair. Both had a tough week as their careers intertwined.
Treubert was fired from his $50 an hour job by the Sarasota County Technical Institute. He was accused of showing some porn to police officers learning how to investigate a traffic homicide.
Treubert had told us he would comment on his fall from grace at Monday’s commission meeting. Two television stations were ready to film his public apology. Newspaper reporters waited with notepads and pencils ready.
But Treubert just sat there, glumly looking down at the dais. His face seemed gray and puffy, as if he hadn’t slept well. Yet no apology was forthcoming. Worse yet, Carusone declared no one could speak about Treubert’s embarrassing episode.
Most of us accept the fact politicians are human. That some have feet of clay. A sincere apology could have cleared the air. His unwillingness to say he was sorry suggests he is hard boiled and arrogant. Now an apology could be too late.
We have been told a petition for his recall is being circulated. If a petition is turned in, this could be the end of his political career as well.
Treubert retired after many years on the Venice police force He worked in an era when being a cop often meant being crude and tough. In the past, showing a few seconds of a dirty video to police officers might have been laughed off — not today.
Meanwhile, Carusone, for her own reasons, inadvertently played into the hands of those who want to remove Treubert from the commission. She also may have done a bit of damage to an opportunity to be elected to the county commission when Shannon Staub retires.
So what mistake did Carusone make? How did she entangle herself in this mess? As chair, she first squashed Treubert’s ability to speak in a try to redeem himself. Then she warned citizens who wanted to speak about Treubert’s misdeeds that she would order the police remove them from the room.
Was she mistakenly trying to protect a fellow commissioner? Or did she hope to avoid tainting the city’s reputation by silencing the citizens? She misjudged the situation.
Whatever her motive, it backfired. Not only did it seem to confirm that Treubert doesn’t care about the public response, it hinted he still had something to hide. It also suggested Carusone felt it was all right to violate the constitutional rights of citizens to speak out.
Instead of being part of the solution, Carusone became part of the problem. We suspect if a citizen had ignored her ruling and if police, on her order, had dragged someone from the room, her career too might be in jeopardy.
At least one of the television cameramen recorded her arbitrary edict for posterity, giving ammunition to future political opponents.
These incidents raise questions about the judgment of both commissioners. Judgment in decision-making is all they have to offer voters.

NORTH PORT — Investigators with the Sheriff’s Office and the FDLE are investigating the images that North Port City Commissioner Mike Treubert showed officers in a January law enforcement class.
While reviewing files Treubert showed to the six law enforcement officers, including two from North Port, investigators at Sarasota County Technical Institute found nearly 250 video clips and photos, many of which contained sexual content and had sexually suggestive titles. Treubert was subsequently let
go from his teaching post. Treubert at first said he didn’t know there were pornographic images on the 4-gig jump drive storage device. He later admitted to investigators he had pornographic video clips on the drive he brought to the school campus, according to a 42-page report released by the Sarasota County School District.
Treubert said the clips were mixed among crash scene videos he used for his class. He told reporters he gave the drive to a man in 2007 who loaded images on it. Treubert said he should have looked at the clips before showing them to students.
All six officers in his class, including a 35-year-old married woman, recalled a threeminute clip called “Why I Love Nascar,” which portrayed men penetrating a naked woman with a champagne bottle. Several officers told investigators they were uncomfortable viewing the clip.
But it’s the image of a woman exposing her breasts to a 7- to 10-year-old boy that had investigators reviewing the case Wednesday.
The SCSO obtained a copy of Truebert’s investigation. Lt. Chuck Lesaltato said he wouldn’t consider the image pornographic. Neither would Capt. Bob Estrada of the North Port Police Department. However, both agreed Treubert showed his class a photo of a lewd or lascivious act on a child, and the woman in the photo is at fault.
“If the class was about lewd acts on children, then it might have been appropriate to show the photo,” Lesitato said.
Estrada said the image isn’t necessarily pornographic because the adult is not engaging in a sexual act with the child.
Just to be sure, SCTI Director Todd Bowden said he will ask the Sheriff’s Office to investigate the issue further.
“We will investigate if asked,” Lesaltato said. “Anyone can make a complaint, and we will look into the merits of it.”
By law, SCTI is required to send its findings of Treubert’s actions during the 80-hour class to the Florida Department of Law Enforcement. FDLE will determine if his teaching certification will be pulled.
According to FDLE guidelines, if an instructor commits acts establishing a “lack of good moral character,” he could lose his certification.
Treubert could not be reached for comment Thursday.
Treubert, who has been an instructor at SCTI since 2006, has taught portions of the course when it was offered three times a year. He also taught sections of a new recruit class.
Bowden said no other complaints had been made against Treubert previously. He was paid $50 an hour as an adjunct professor to teach the course, $30 more per hour than his regular fee at SCTI because the state regulated the pay rate.
Despite the class being canceled following the incidents and Treubert’s contract being terminated, he was paid for six and a half days, according to SCTI. All officers must retake the course.
The city spent $2,444 spent on officers’ salaries while they attended the class. The course and supplies were funded by Second Dollar Funds from traffic tickets, however, the city paid for the two officers’ hourly wages — $21.36 and $22.41, respectively.

Our city is the laughing stalk of sarasota county. We are a half A@# town not a city. The unincorporated areas of sarasota county is a city not us. This town is backward and cannot function. N port is less developed then anyother part of this county. N Port should be Charlotte county it looks the part also. :wink:

I find it comcial as hell that some of NPPD (North Port P0rn0 Department) attending the class were offended by the questionable images. Most know of (if not themselves) fellow officers they work with who have simular "questionable images" in their duty bag or breif case that carry while on duty.
Some may now of a ranking officer of the department who pirated numerous satellite p0rn networks at his home with an illegal video chip, and bragged about.
If you want to be offended on a large scale, one might check the city's ISP server and check the amount of websites visited that carry nothing but questionable images.
Of course it is all for investigative purposes right?????

Now those are things that I and many others find really offensive.

In this sex and porn-saturated culture that we live in, it is unfortunately no shock to any of us that one of our citizens, even a city commissioner, would own or view pornography.

However, in spite of the culture, we still expect and should require a higher standard of conduct from our public servants, particularly with regards to public service.

The fact that a former law enforcement officer and a current city commissioner would publicly engage in such outrageous behavior as to show pornographic images in a class is the utmost in poor judgment and in my opinion (and I hope the opinion of many others) immediately calls into question his fitness to lead and represent our city.

His actions have humiliated his students, his fellow citizens, himself and certainly his family. We have heard no apology, no remorse -- only excuses. Forgiveness is free and forthcoming to all who ask for it. However trust is not free, it must be earned.

Sir, I will forgive you. However, you have lost this citizen's trust.

The constant howl by most here of the uninformed no nothing media is well documented on this forum. If it questions, or cast a negative light on the actions of the PD it is blasted as biased and anti-law enforcement.
Now it is used as a source of fact and all knowing. Even if it is a point of opinion.

Well let's get back to the incident and the offended parties. Deupty Pinti (aka : Pinto) has filed numerous complaints of sexual harrasment against officers of her own depratment that were either unfounded or lacked evidence. She is discribed by other female members of the law enforcement as an officer who wears her gender on her sleeve. She has publicly stated that she feels oppressed by what she calls a male dominated job.
Any and all job related complaints against her are labled as being nothing more then driven by the fact then the fact she is a female.
The SSO forum on this site has had several threads and topics on such actions. One involving this department it's self.

Oh and the fact that all that has beem posted here is nothing but cut and paste, shows the lack or rather the ability of most here to voice their own thoughts and ideas.
Also noticed that no one went on a rant about the p0rn at the NPPD. That says a he77 of lot about the truth.

I have heard this guy BASH NPPD on SOOO many occassions its not funny. Then he becomes one of our commissioners? He is against take home cars... He is against all the equipement in the cars that the PD currently has and who knows what else.... I think it would be a good thing for him to leave the commission for the PD. He is obnoxious and unprofessional (showing porn at a school) I mean come on.... I believe the City of North Port should drop him from commission due to what happened at the school..... will he show it at a commission meeting next time? This guy has NO character...... and will wash himself out...

A commisioner who is not thrilled or falls in love with us because we give them a few hours ride in a patrol car?

Someone who thinks the city consists of more the just this department.
A commisioner who has been demeand by many members of this department when he started to run for office.

A commisioner who knows how, this department runs and realy works.

You want a commisioner to leave because several officers make a compalint of a non-criminal nature because they personay do not like him. Yet we just suspend one of our own for a few months for assaulting a citizen while said officer is publicly intoxicated.

There is one word that best describes the previous post.

Better pull your head out of your butt - Treubert isn't a straight shooter, not even when he was in Venice.

Just ask anyone in Venice who knows about the Capri Isles bust and all the power tools that mysteriously disappeared from the evidence room?

Rumors and some legit sources believe he was behind it. I think about $2 million in power tools were stolen.

I believe there was no evidence, but I do remember reading about it many years ago. But what I have heard and read suggested that he and a few other officers were looked at in the disappearing evidence. They were cleared.

So, I hope NPPD does not think they have him in their back pocket. And Carusone is an idiot for threatening anyone from talking about him. When did the first Amendment get overturned? Freedom of speech most definitely applies to his status on the commission. And FDLE is looking into the charges. If he comes out clean, then OK, but I still would not trust him.

Oh, I have read some decisions years ago that suggests that Carusone would love to stick it to the PD. I believe it started with the ATV issue.

Concerned for Police Department's Negotiations.

Here is a little bit of advice in helping the cause of negotiations.

Don't make unproved statements like the one above about people who control or are involved with contract negotiations and sit across the table from the union.

Statements like that in no way help the cause of the PBA you mindless dolt.

Everything in north port is a joke from leadership commission everyone in this county laughs at us this place is a comedy show. It is a wanatabee real city with a real commission with real services but it will never achieve this because it has nothing to offer it is in the sticks bordering Charlotte dumpy county county needs to take over this land and make it a dump and prison.
