Why are "retired" Deputies allowed to work Details?

Can you tell me "why" a retired deputy [ GC ] is allowed to work details and
take away details from working deputies. This person [ along withe a few others ]
had a monopoly on the detail office for years, and it appears that he still
does. Is this fair?
