Lightbars

I was wondering today, as I passed a Santa Rosa cruiser, how old are those strobe lightbars on the cruisers? I've always thought they were kind of old and needed and update. You can barely see one in the daylight, even when it's lit up. Also, why no strobes in the corner lenses? I was just hoping somebody could answer my questions.
