Per Tom Knight's personnel file he was the Major of the Hillsborough FHP Office from 2002 til he resigned in March 2008
Per the FHP Policy Manual - http://www.flhsmv.gov/fhp/Manuals/0503.pdf - Tom Knight had to be a resident or live within 30 miles of the City of Tampa during his employment
Per MapQuest.com The city limits of Tampa are more than 30miles to the County of Sarasota.

Captain Snow with the Professional Compliance division of FHP has stated that Tom Knight was in compliance with the FHP Policy (thereby stating he lived in or within 30 miles of Tampa, Fl)
Since Tom Knight was a FHP employee til March 31, 2008 and assuming he moved back to Sarasota the same day he wont be eligible for Sheriff Candidacy till the end of September 2008.
If you refuse that fact THEN you must accept that he lied to FHP about the location of his "permanent residence" per there policy - http://www.flhsmv.gov/fhp/Manuals/0503.pdf
And Yes, a letter date February 2007 does exist. It only gives him permission to park his vehicle at MSO District III (which is within 30 miles of Tampa, Fl) - mapblast.com.
