Stop Sign Violations?

Today I saw a friend who had recently received a ticket from a Daytona Beach PD motor officer. The person is a experienced rider and can stop the bike and go again without putting a foot down. The officer told him it was a state law he had to put both feet down to safely stop the bike and wrote him a ticket. Is this true, because as a retired motor officer I never heard of that. I thought it was technically correct if the vehicle stops (wheels not rolling) and it is safe to proceed that would be legal.. ????? :?: :?:

NO SUCH LAW. AS LONG AS YOU MAKE A COPLETE STOP PRIOR TO PASSING THAT STOP BAR, BUT IF NONE, PRIOR TO ENTERING THE X-SECT.

Thanks for the reply... I didn't think that was true...but I've been retired 13 years and wasn't sure if something changed. Now that I ride my own motor, I have been always making a complete stop without a foot down if my visibility is good.. (and I don't see a motor officer around!!!)
