What is your Chief Like?

I was wondering what your Chief is like? I am currently an Officer in another locale, but want to relocate to get away from a very rough community and an administration that doesn't care... It is fairly easy to read a community by driving down streets, reading UCR and FDLE stats, etc. But you never really know the Chief until your there. What are his strong points, plans, areas for improvements, pet peeves. Thanks!
