Is there a recently promoted Sergeant that spends his entire day doing a million (slight exaggeration) traffic stops while the deputies that work on his shift (1) have to work themselves to death going from call to call and helping to clean up his traffic stops and (2) have to work with little to no supervision or with a supervisor that monitors their well-being?

Well, many deputies work themselves going call to call. This is especially true on the west side, specifically Deltona. The recent police study showed there is only .88 deputies for every 1000 residents (similar cities are shown to have 2.5 deputies for every 1000 people).

However, the effective number of deputies is actually probably less than .88 because so many of the specialty units in Deltona do no answer normal calls. I was told the admin doesn’t want Sgt's taking calls or helping out because they have admin duties in the office to worry about.

A sergeant doing admin duties would be more understandable than a sergeant doing traffic stops an entire shift. A sergeant could break free from admin duties. When a sergeant is always busy with doing traffic, how can he break free to help assist deputies (not answering calls but being a supervisor)? Just makes one wonder.

The problem is not only in Deltona but Deland as well.

Wonder what the ratio is in other areas of Volusia?
