Where is the best area for consistent off-duty L/E work?

From what I have heard probably Dade, Broward, possibly Palm Beach.

Why does a Lieutenant Colonel approve off-duty details? You would think they have more important things to attend too. Approving 208 should be done at the captain's level. But, then again FWC's rank structure is inflated as to other agencies, meaning a lt. col is actually a major -major actually a captain - captain actually a lt. - lt. actually a cpl. or sgt. If you look at the pay structure that is a correct assessment.
