Holbrook got Officer of the year, Anna from CID got Civilian of the year

Pretty pathetic that both recipients were from CID and their captain and major didn't bother to show up. Maybe they were at a crime analysis meeting or possibly checking the court no-show list. People around this place are self motivated. Bosses do absolutely nothing to bring it out in them. Congratulations to Holbrook and Berastegui, they are excellent workers.

I don't think you should read too much into the fact that they were not there. Everyone has families and personal responsibilities. Also, they did nominate them after all.
