Broward sheriff hires outsiders to two high-level posts

Hoping to revamp the organizational structure at the Broward Sheriff's Office, Sheriff Al Lamberti hired from outside of the agency to fill two high-ranking positions.
Col. Thomas P. Wheeler, formerly chief of law enforcement relations at the Florida Department of Law Enforcement, will head the newly renamed Department of Professional Standards at the Sheriff's Office. Wheeler, who was also a longtime aide to Gov. Charlie Crist and Crist's fraternity brother, will be in charge of internal affairs, staff inspections, staff services and accreditation.
The position, which used to be called inspector general, was held by former Broward prosecutor John Hanlon, who is resigning.
Hanlon was hired in September 2006 by then-Sheriff Ken Jenne, who at the time was under investigation by the Broward State Attorney's Office. The controversial hiring included a significant bump in pay for Hanlon, who went from making $75,000 a year as a prosecutor to about $175,000.
Hanlon on Jan. 3 turned in papers for his resignation, effective Feb. 15. He will be paid for unused sick and annual leave but will get no other severance package, according to Sheriff's Office spokesman Elliot Cohen. Hanlon gave no reason for his departure, officials said.
Lamberti also has hired public relations consultant Arthur Santucci to head external affairs at the Sheriff's Office
