RE: Conduct of ABT personnel


As you all know, within a few months that august body we all know as the legislature will convene for its annual bloodletting. Of major concern to Central Office is the possibility that ABT could be exposed to microscopic examination by that grandiose assembly because of certain employees’ conspicuous exhibit. If ABT were to suffer demotion at any level proportional or equal to that of the past five years then those who already view ABT with contempt and disrespect will have been validated. Accordingly, the Division is desirous of all its enforcement personnel maintaining a low profile. To ensure that all employees are aware of the nature of keeping with this policy the following guidelines for maintaining a low profile are provided:

Note: These guidelines will be on a graduated scale numbering from 1 to 10 with 10 being the highest and most serious of deviation. The range of 6 to 10 will be considered within the range of probable Central Office review. The range of 1 to 5 will result in cursory review and can probably be addressed with a phone call.

10. Arrest of any licensee with political influence. (Highest)
9. Any traffic arrest (High)
8. Any traffic stop (High)
7. Administrative cases against quota licenses, 11-C, Distributor, S, SR or SRX licenses.
6. Arrests without state attorney’s approval.
5. Arrests with state attorney’s approval.
4. Administrative cases other than # 7 above.
3. Woods work (illicit distillery investigations) (Low)
2. Adm. duties (for those districts without woods) (Lower)
1. Adm. duties (never leave office)
0. Adm. duties for those districts without an office. (Even lower)
00. Maintaining an intimate relationship with lieutenants and above.
