Clean your city first!

So I want to know why would Grape Ape go to an auto slavage yard outside of the city limits to talk to the owner he said and I quote " A person who owns a junk yard should not be able to afford a cadillac escilade if you are only dealing with junk cars" can you answer me that? he also said "I dont care if you are in the county I am watching you like a hawk"
