Pay is it. If you want to keep employees, offer a semi-competitive pay scale. Johnson and Uravich always raised the starting salary. They took it from other parts of the the buget, so it looked liked USF had competitive pay vs. the surrounding agencies, but it was a trick.

New employees seen it as a good deal to sign on at USF. Most were just happy to get a job, but they soon learned that they were making about the same salary as someone that had been working on the job for 10 yrs. There has to be some kind of pay raise/scale based on employee longevity, or people will continue to leave, contract or not.
