View Full Version : BUDGET CUTS

06-15-2007, 11:42 AM
As big budget cuts loom over PBC, the Sheriff has been asked to come up with additional cuts to his budget. This can be accomplished by placing all sworn personnel presently in non-essencial positions back on the road answering calls. This would add significantly to the amount of people assigned there. Place cizilians in those non-essential positions. Combine whatever positions that can be for better efficiency. Eliminate all take home vehicles for civilians, including those vehicles which are part of the employment package for civilian administrators. Require them to use non-take home "line cars" if and when they need vehicles. Last but not least, and the most controversial, freeze all salaries for civilian employees for the budget year 2008. Unfortunately the civilians are not protected by a Collective Bargaining Unit and any salary and benefits are not protected. Do not touch there medical benefits, just freeze their salaries for one year. These suggestions will allow the Sheriff to save a significant amount of money for the year, as requested.

Great ideas. Hopefully you will get these ideas to the right people for review.

That's the answer yea, freeze civilian's pay whom do just as much work as sworn. that's not the answer, remember civilians are the back bone of the department unless you plan on doing their job along with all the other jobs you do. how about waiting on the fancy equipment and cars until we catch up on the budget, we seem to be doing a fine job without the new computer equipment that has cost lots of money and stop giving the brass whom make enough money more money.

There is no reasonable or ethical justification for any civilian employee to have a take home vehicle. If you're not performing an emergency service it is a dis-service to the county. Great point. Furthermore, why do we need the civilian appointed "POLITICAL" employees making Sgt and LT pay under the cloak of a manager's civilian title in order to undermine the union contract. There's over $250,000 when you account for their take home cars and benefits and salaries.

PBSO has somewhere in the neighborhood of 150 job openings throughout the agency from Corrections, Law Enforcement and Civilians. With a conservative estimate of just 100 position openings cycling through each month and year to year, where has all the salary, retirement, and medical money gone?

The computer technology is essential in PBSO going paperless. This in iteslf; doing away with all of the forms is a tremendous savings. Plus it creates better organization and management.

Civilians do not have the same level of commitment as law enforcement nor do the civilans have any risk or danger. We are comparing apples to oranges. If the civilains want the same terms and conditions as LE, then they need to bargain and get a union. If the Sheriff is lucky he will get 5-hours, maybe six hours of work out of many positions. Especially when you factor in the gym work out, combined with the run or walk and then the lunch break and most of all don't forget the 15 - 20 minute smoke breaks. All you have to do is get involved in one deadly force encounter and that would explain the difference. I don't know of many or any civilian positions that regulates a person's off time compared to being a cop.

The Eagle Academy is not a necessity. There is a reason why the recitivism rates are not published. The staffing there alone would fill 2 and a half shifts at the West Sub or maybe more. There would be 2 - 3 million in savings.

This one is gonna hit a sore spot, but here it goes. If you don't live in PBC, park the car at the county line...Hey, the wear, tear and mileage defeats the purpose of having the take home car to further the life of the vehicle...and no, its not that expensive to live in PBC so don't try that excuse cause municipalities do it...and second, if you're driving the car off duty in another county how does the added police presence benefit the citizens of PBC...

How about two-man vehicles in hot-spot areas. There's gonna be two cars responding anyway and it boosts safety...Junior man is the passenger...that's where seniority has its perks...

Why does anyone from Corrections need a take home vehicle when they work inside of a jail? That's why God created line cars...for the civillians and corrections to use for official use...

All of CP need to be deployed back to road patrol or beef up the detective bureaus...911-responders and investigations is the backbone of the law enforcement function...the rest is fluff...its that simple...

Mounted Unit...$300 - 500,000 to show off horses at the polo grouds or during a parade...that's a hefty expense for no return to the citizens...That's about 5 deputies and one sergeant.

Why does corrections need parity in pay...and yes I know you have a difficult but different job than law enforcement...Again we're comparing apples to oranges like the civilians...LE has the huge responsibility of not only arresting people, search and seizure issues, constitutional, local and state law enforcement, and carrying a gun and wearing a vest so they might go home that night, compounded with traffic and civil liabilities; I'm sorry but Corrections burden of responsibility just doesn't compare and its an undeniable fact... The only reason there is parity is because of politics, cut and dry!

No more RPBPD style mergers...let the municipality fall and then let the state compel the take-over...no negotiations and perks...sorry the take-over guys and gals were not on the winning team...If the NFL gave both teams (winner & loser) Super Bowl Rings and hefty checks at the end of the game would that make sense...Sorry you picked and were on the wrong team at the end of the game...

I'm sure you're ready for me to shut up now...but it feels good to vent and stir the pot...

I agree many positions can be combined in Law Enforcement, Corrections and the Civilian rhelm. No civilians need a take home car. Since the civilians choose not to be represented by a Collective Bargaining Unit, they can freeze their money for a period of one year. Then the Sheriff can also re-adjust their salaries to be commeasurate with that of county positions. This would save money.

I guess we could be here all day disputing the budget cuts that would be best. You have a lot of good points. You must be a rookie because you have not made all the observations that are usually made over years of working in a dept like ours. You might have a point about the non-sworn cars, yes leave them in the parking lot use as needed, maybe just leave all cars in the parking lot or make deputies pay more for gas (yes I do know lots of deputies but sorry) and increase the health insurance by $10.00 a check, that way it affects everyone not just non-sworn. We have been very lucky with our health insurance not going up. There are a lot of non-sworn (not supervisors) that are making little money for the work they do, either topped out with no more raises or new and have been giving more tasks with the recent police dept. take overs. There are an excessive amount of employees that do not even take lunch breaks because of the workload increase. Maybe take time to observe everything they do not just when you are walking in the building and seeing someone on a break or taking their lunch break in the gym. Deputies are respected for the work they do and get paid well for. So give the non-sworn employees the same respect. God help the poor little civilian employee that might have to work under you one day since you have no regard for them or their families. It does'nt matter what is said here about the budget because the Sheriff will protect the non-sworn regardless and you will one day have more respect and appreciation for non-sworn, till then good luck.

Give it up. Take over are job security. When cities continue to annex unic area and you're a process server, you make think twice about that ridicules statement. We need to take over more.

GST obvioulsy has his in the sky, because he can not see the true facts. It is a shame someone with the lack of knowledge has the opportunity to post useless jink as they do, or in this case did.

06-18-2007, 12:48 AM
and you guest should take your head out of the sky, you have managed to tear down a whole dept to just deputies, dispatch and detectives. Who do you think installs all of your new fancy computer equipment to make your job easier so you can do less work and who fixes your nice take home car. WE ARE ALL ESSENTIAL AND DESERVE RAISES. I could go on but no time, your a deputy that thinks they have the answer and they don't, so move on. Isn't freedom of speech a lovely thing on this website, especially when you can aggravate the high and mighty!

06-18-2007, 01:04 AM
How much is the next testing process gonna cost? They did like two promotions in like half a year so far. Those two deputies are worth 250,000 each.

06-18-2007, 01:08 AM
Excellent point money!!!!!!!!!!!!!!!!!!!!

06-18-2007, 10:10 PM
No raises for civilian personnel, except dispatchers and crime scene. This will save a lot of money.

No promotional exam for next year. Use current list. Another cost savings.

Many many other savings are available.

No raises especially for GST. he obviously knows nothing of what he speaks.
