PBA bargaining? There are plenty of other PBA bargainings that need to be addressed. To quit the job over card access, no (even though I heard there was an IA over the card access, which should have never made it to an IA, and good example of why to be a member of the PBA). Hire ssg's again, yes. They could take care of the card access, 10-60's, opening doors and probably a lot of other stuff.
